LAHORE – Eighty nine more people were tested dengue 
positive on Sunday, taking the number of confirmed cases in the province
 to 1,912. Out of 89 new cases, 70 were reported from Lahore.<br />

Meanwhile, the citizens have expressed their concern over the surge 
in dengue virus and treatment facilities at government-run hospitals 
across the province.<br />

They urged the provincial government and health authorities for 
taking on ground steps to control the disease instead of making tall 
claims and issuing statements to satisfy the masses.<br />

Dengue usually starts with fever within four to seven days of the 
mosquito bite. The patient would have flu-like high fever, accompanied 
by muscular and joint pains.<br />

According to the doctors, it is easy to differentiate between viral 
fever and dengue. In viral infection, the patient would have running 
nose, throat pain, mild body ache and weakness. In dengue, the patient 
would have high-grade fever, severe body ache, joint pains and rashes, 
which may turn pink within 24 to 48 hours of contracting fever. </div>

KARACHI:
 Twenty-nine more dengue viral fever cases were reported in Karachi from
 15th to16th November, increasing the patient toll 3,942 in 2013, said 
Dr M Shakeel Aamir Mullick Focal Person for Dengue Surveillance Cell 
Sindh on Saturday.<br />
<br />
<span class="adtext" id="adtext_3">He</span>
 said that a total of 4,528  dengue fever cases have been reported in 
Sindh province since January 2013, out of which 3,942 were detected in <span class="adtext" id="adtext_1">Karachi</span> and 586 in rest of Sindh province.<br />
He informed that 24 dengue fever patients died in Karachi, while two expired in Hyderabad this year so far.<br />
He said 34 new cases were reported across the province in 48 hours (10 <span class="adtext" id="adtext_2">Inpatient</span> and 24 OPD cases). <br />
The
 Dr further informed that so far 548 cases were detected in Hyderabad, 
nine in Jamshoro, six in Thatta, four in Sukkur, three Shikarpur, two 
each in Kambar, Sanghar, Dadu, Larkana and Kashmore; and one eachi n 
Khairpur, Naushehro Feroze, Badin, Mirpurkhas, Tharparkar and Umerkot 
since January 2013.     </div>

Boys a bit more likely than girls to be born early

WASHINGTON:
 Boys are slightly more likely to be born premature than girls, and they
 tend to fare worse, too, says a new report on the health of the world's
 newborns.<br />
<br />
"This is a double whammy for boys," said Dr. Joy Lawn of the <span class="adtext" id="adtext_1">London School of</span> Hygiene & Tropical Medicine, who led the team of researchers. "It's a pattern that happens all over the world."<br />
The
 gender difference isn't large: About 55 percent of preterm births in 
2010 were male, the report found. Nor is it clear exactly why it 
happens.<br />
The finding comes from a series of <span class="adtext" id="adtext_6">international studies</span> being published Friday that examine <span class="adtext" id="adtext_3">newborn health</span>
 and prematurity. About 15 million babies worldwide are born too soon, 
most of them in Africa and parts of Asia where survival is difficult for
 fragile newborns. Globally, about 1 million babies die as a direct 
result of preterm birth and another million die of conditions for which 
prematurity is an added risk, the researchers calculated.<br />
Friday's
 report offers some of the first estimates of how many preemie survivors
 go on to suffer certain disabilities, and found that where these babies
 are born, and how early, determines their risk.<br />
Overall, Lawn 
said about 7 percent of survivors have two of the most burdensome 
disabilities: neurologic-developmental impairment ranging from <span class="adtext" id="adtext_7">learning disabilities</span> to <span class="adtext" id="adtext_5">cerebral palsy</span>, and vision loss.<br />
But
 the biggest risk is to the youngest preemies, those born before 28 
weeks gestation. Worldwide, 52 percent of them are estimated to have 
some degree of neurodevelopmental impairment, the report found.<br />
Moreover, the risk of impairment in middle-income countries is double that of wealthy countries like the U.S.<br />
For example, China is saving more preemies' lives but at the cost of their vision, Lawn said.<br />
Middle-income
 countries are missing out on a lesson the U.S. learned the hard way 
several decades ago, that giving these tiny babies too much oxygen can 
trigger a potentially blinding condition called <span class="adtext" id="adtext_2">retinopathy of prematurity</span>.<br />
"Disability
 is not something that's inevitable. It's preventable," she said, 
calling for improved quality of care including eye checks to prevent or 
reduce vision loss.<br />
The March of Dimes reported this month that 
11.5 percent of U.S. births now are preterm. That rate is inching down, 
thanks mostly to fewer babies being born just a few weeks early as 
standards for elective deliveries have tightened, but it still is higher
 than in similar countries.<br />
For the public, the gender difference 
may be the most surprising finding of Friday's report, although Dr. 
Edward McCabe of the March of Dimes says <span class="adtext" id="adtext_8">pediatric specialists</span> have long noticed that <span class="adtext" id="adtext_4">baby boys</span> start out a bit more vulnerable.<br />
"People are curious about it. We'd like to understand why this occurs," McCabe said.<br />
One
 possible reason: Mothers have a higher risk of certain pregnancy 
complications — high blood pressure and placenta abnormalities — when 
carrying boys, Lawn said.<br />
And if a boy preemie and a girl preemie 
are born at the same gestational age, the boy will be at higher risk of 
death or disability, she said. But Friday's report concluded there is 
too little information to quantify how big that risk is.<br />
"Girls 
walk sooner than boys. They talk sooner than boys. They develop more 
quickly. That's also true in utero," Lawn said. For a preterm baby, "the
 difference of a few days maturity between a boy and a girl can mean the
 difference between major lung complications or not."<br />
It's not 
just a prematurity issue. The report found that full-term boys also are 
more likely than girls to experience other newborn health problems 
including birth complications.<br />
Other findings from the studies, 
funded by the Bill & Melinda Gates Foundation and published in the 
journal Pediatric Research:<br />
—In high-income countries — the U.S., 
Canada, Australia and most of Europe — more than 80 percent of preemies 
both survive and thrive, although babies born even a little premature 
are more likely than full-term babies to be rehospitalized or have 
learning and behavioral challenges.<br />
—In low-income countries, 
preterm babies are 10 times as likely to die as those in high-income 
countries, and death is more common than surviving with a serious 
disability.<br />
—Aside from preterm birth, other leading causes of 
death and disability among newborns include birth complications that 
block breathing; severe jaundice and infections. (AP)<br />

 Seventeen more dengue viral fever cases were reported in Karachi on 
Wednesday, increasing the patients toll to 3834 in 2013, said Dr M 
Shakeel Aamir Mullick Focal Person for Dengue Surveillance Cell Sindh.<br />

<span class="adtext" id="adtext_4">He</span>
 said  that a total of 4411  dengue fever cases have been reported in 
Sindh province since January 2013, out of which 3834 were detected in 
Karachi and 577 in rest of Sindh province. <br />
He informed that 24 dengue fever <span class="adtext" id="adtext_1">patients</span> died in Karachi, while two expired in Hyderabad this year so far.<br />
Dr Shakeel said 19 new cases were reported across the province in 24 hours (six <span class="adtext" id="adtext_3">Inpatient</span> and 13 OPD cases) - 17 in Karachi and two in Hyderabad. He informed that 31 dengue cases were reported late from hospitals. <br />
He
 further informed that 539 cases were detected in Hyderabad, nine in 
Jamshoro, six in Thatta, four in Sukkur, three Shikarpur; two each in 
Kambar, Sanghar; Dadu, Larkana and Kashmore and one each in Khairpur, 
Naushehro Feroze, Badin, Mirpurkhas, Tharparkar and Umerkot since

Pakistanis may face travel ban if polio not curbed

PESHAWAR:
 After infecting China, Egypt, Palestine and Syria, the Pakistan 
poliovirus now threatens Turkey and parts of Europe as the ban on 
anti-polio campaign in parts of the tribal areas continues to deprive 
thousands of children of vaccination against the crippling disease.<br />
<br />
The
 situation also mocks the authorities of the polio programme, who tried 
their level best to eradicate polio from Pakistan. After confirmation 
from the WHO and Unicef that the poliovirus that infected 13 children in
 Syria belonged to Pakistan, scientists in Europe have now put the 
Republic of Turkey in a state of high alert, fearing that the massive 
refugee movement into the country from Syria may transmit the 
poliovirus.<br />
Dr Martin Eichner from the University of Tubingen and 
Stefan Brockmann of Germany’s Reutlingen Regional Public Health Office 
in their joint article published in the globally famous Lancet Medical 
Journal said that most European countries administer anti-polio vaccine 
at the time of birth, rather than giving anti-polio drops repeatedly.<br />
“Since
 a large number of refugees are fleeing Syria and seeking refuge in 
neighbouring countries and Europe, there is now a chance the virus could
 be carried to the areas that have been polio-free for decades,” he 
said.<br />
A health expert requesting anonymity said the social sector 
minister of Syria had been claiming that the virus was transmitted from 
Pakistan’s militancy-affected Federally Administered Tribal Areas (Fata)
 into his country as he intended to prove the foreign militants’ 
involvement in Syria’s uprising.<br />
“According to our research, the 
virus that has been detected in Syria was the same that was traced in 
Egypt and it has been transmitted from Egypt to Syria and has nothing to
 do with Fata rebels,” explained an official of the WHO.<br />
Pleading 
anonymity, he said Pakistan may be singled out for international travel 
restrictions if steps were not taken to stop the transmission of 
poliovirus from the country. <br />
“The mistrust of parents in the 
anti-polio drive and increasing number of refusals by parents is the 
biggest challenge for the anti-polio drive in the country,” a WHO 
official said. <br />
He revealed that Pakistan recorded a huge number 
of 65,000 families that refused administering polio vaccines to their 
children during the recentlyconcluded polio campaign. By recording 62 
polio cases this year, Pakistan has already crossed last year’s polio 
case count of 58. <br />
The experts believe that the country was on 
track to report over 70 polio cases during the current year. The Fata 
region remains the frontrunner in reporting polio cases as 43 children 
have been paralysed in the region. Khyber Pakhtunkhwa has reported nine 
polio cases, Punjab six whereas Sindh has reported four cases during the
 current year.<br />
In South and North Waziristan tribal regions, where
 the government signed peace accords with militant groups, the Taliban 
banned polio immunization two years ago as a mark of protest against US 
drone strikes.<br />
The government and health department authorities 
have been unable to vaccinate the children from Fata against the 
crippling disease. A fake anti-polio campaign conducted by a Pakistani 
physician Dr Shakil Afridi in May 2011 in Abbottabad to collect DNA 
samples of Osama bin Laden, which reportedly helped the CIA track him 
down, has caused irreversible loss to the immunization campaign in 
Pakistan. <br />
Many people suspect polio vaccination to be an attempt 
by the government and foreign-funded organizations to make male children
 infertile.<br />

E-cigarettes could save millions of lives, conference told

LONDON:
 Switching to e-cigarettes could save millions of smokers' lives, a 
conference on the rapidly expanding use of the devices has heard, though
 some delegates warned more research on the health effects is needed.<br />

The
 merits of e-cigarettes were thrashed out at a one-day gathering of some
 250 scientists, experts, policymakers and industry figures at the Royal
 Society in London.<br />
The use of <span class="adtext" id="adtext_1">electronic cigarettes</span>
 - battery-powered devices that simulate smoking by heating and 
vaporising a liquid solution containing nicotine - has grown rapidly, 
with tobacco manufacturers jumping on the trend.<br />
Sales have doubled annually for the past four years and there are an estimated seven million users across Europe.<br />
European lawmakers last month threw out a bid to curb sales of e-cigarettes by classifying them as medicinal products.<br />
Delegates in London debated how the market had moved faster than <span class="adtext" id="adtext_8">science</span> or the law.<br />
Many
 delegates merrily "vaped" away throughout the conference sessions, 
including one man puffing away on an e-pipe and another inhaling an 
e-cigar that lit up blue.<br />
"Cigarettes are killing 5.4 million people per year in the world," said Robert West, a <span class="adtext" id="adtext_3">health psychology</span> professor and the director of tobacco studies at Cancer Research UK.<br />
He
 told delegates switching to e-cigarettes could save millions of lives, 
but the debate was about "whether that goal can be realised and how best
 to do it".<br />
The professor said almost a third of attempts to <span class="adtext" id="adtext_2">quit smoking</span> involved e-cigarettes.<br />
Though they are estimated to be between 95 and 99 per cent safer than <span class="adtext" id="adtext_4">smoking cigarettes</span>,
 some countries have banned them and attendees debated the thorny issue 
of whether regulation - possibly under medicinal rules - should be 
brought in.<br />
They also debated their potential as a tool to quit 
smoking or whether they might become a gateway for those who have never 
smoked.<br />
Deborah Arnott, <span class="adtext" id="adtext_6">chief executive</span> of the Action on Smoking and Heath (ASH) pressure group, said e-cigarettes could be a leap forward for <span class="adtext" id="adtext_5">public health</span>
 but warned that not enough was known about their effects - and pointed 
out that the tobacco companies are snapping up the e-cigarette 
manufacturers.<br />
"ASH thinks that e-cigarettes have significant 
potential. They are a lot less harmful than smoking. Clearly smokers 
find them attractive, primarily as a way of quitting and moving away 
from smoking, which they know will kill them," she told AFP.<br />
"I 
think the jury's out and these products need regulating because there's a
 real concern that their safety and effectiveness is not guaranteed 
without regulation.<br />
"The <span class="adtext" id="adtext_7">tobacco companies</span>
 are moving in. For them it's potentially a 'Kodak moment' because if 
everyone moved to e-cigarettes, they'd lose their market so they've got 
to be in there. A lot of the bigger e-cigarette companies have already 
been bought up."<br />
She warned: "If there are carcinogens in there, 
you won't see an immediate effect but 10, 15, 20 years down the line, 
people will be dying from that.<br />
"The development of e-cigarettes is definitely running ahead of the science."<br />
Jacques
 Le Houezec, a consultant in public health and tobacco dependence from 
France, confirmed the booming growth was being driven by smokers, not 
laboratory experts.<br />
He told delegates that while e-cigarettes 
contained some harmful substances, the levels of toxicants were nine to 
450 times lower than in cigarette smoke.<br />
Matthew Moden, a director
 of English firm Liberty Flights, which makes e-liquid from 
pharmaceutical-grade nicotine, said the market had grown exponentially.<br />
Since starting in 2009 as an online retailer with three workers, the company now employs 75 people and has 10 stores.<br />
They
 retail a starter kit for $US40, and sell refils.The e-liquids come in a
 multitude of flavours, including menthol and forest fruits.<br />
"Our customers always refer to this as the product that helped them to stop smoking," he told AFP.<br />
"We welcome regulation. We need to be transparent with what we're selling, how safe it is and where it comes from.<br />
"In
 10, 12, 20 years' time, I think nicotine will be akin to caffeine in 
regard to how people consume it, how it's considered and the effect it

Code of conduct to control dengue fever soon

 Dr M Shakeel Aamir Mullick, Focal Person for Dengue Surveillance Cell 
Sindh, on Tuesday said that code of conduct to control dengue viral 
fever would soon be enforced in Sindh province.<br />

He informed 
this while addressing a workshop on "Dengue Clinical Case Management and
 Diagnosis", jointly organized by Health Department, Government of Sindh
 and Dengue Surveillance Cell Sindh at OT Complex Civil Hospital 
Karachi.<br />
Dr Mullick said despite continuous warnings or 
instructions issued by health department and dengue surveillance cell on
 different platforms, the citizens did not pay heed, therefore, the 
disease had spread in the metropolis. He said most of dengue fever 
patients had become victim of dengue mosquito at home and locality by 
not following the instruction of health department. <br />
He said 
government would take action against house inmates, tyre shops owners, 
hotels and parks providing swimming pools facilities for not 
implementing government instructions after enforcement of code of 
conduct in province. He informed that a summary of code of conduct 
regulation had been sent to law department for approval and it would 
soon be implemented in Sindh to control dengue disease. <br />
He 
claimed that government authorities were striving hard to control the 
dengue disease, but people were not fully cooperating with it and were 
ignoring the necessary warnings issued by Health Department. He stressed
 the importance of awareness and prevention to control further spread of
 dengue mosquitoes and larva. <br />
He urged the citizens to maintain 
their homes, locality and workplace and keep them clean in order to save
 from themselves from dengue viral disease as per the instauration of 
experts. Water should not be allowed to stand anywhere in home or 
workplace, he said. Mullick said that control of dengue is not possible 
without community support. <br />
Assistant Professor at Adult 
Infectious Diseases Department, Aga Khan University Hospital, Dr Syed 
Faisal Mehmood said presence of dengue virus in region was main factor 
behind the prevalence of dengue disease in Pakistan. He said earlier a 
large of dengue fever cases were reported in 2006 and afterwards dengue 
fever again visited city in 2013 with double in numbers. <br />
He said 
increasing population was also another important factor of dengue fever 
prevalence in big cities like Karachi and Lahore. He stressed the 
importance for taking proper awareness and precautionary measures to 
prevent people from dengue fever.<br />

Karachi: Dengue fever death toll reaches 22

KARACHI: The dengue fever death toll in Karachi reached 22 as another patients died in the city on Tuesday. <br />
In Sindh province so far 24 dengue patients had died, 22 in the city and two in Hyderabad. <br />
Dr
 M Shakeel Aamir Mullick, Provincial Focal Person (Dengue Surveillance 
Sindh), said a 34 years old man resident of Gulshan-e-Iqbal died on 
November 4. He was admitted in hospital on November 2. <br />
He said 34 new dengue cases were reported late by health facilities: 2 on Nov 1, 2 on Nov 3, and 27 on November 7. <br />
Moreover he said during last 24 hours 21 new cases were also reported including 11 admitted patients and 10 OPD patients. <br />
He said so 3414 dengue cases have been reported this year in Karachi, 505 in Hyderabad and 36 in rest of Sindh.<br />
The
 citizens have criticized the performance of provincial health, local 
government and other related departments for their failure to check the 
dengue virus. <br />
The dismal sanitary situation in Hyderabad, Karachi
 and other towns of Sindh, particularly overflowing sewers, has provided
 ideal breeding grounds to dengue mosquitoes, while no serious efforts 
are yet initiated to kills the larva of this mosquito, the main cause of
 the spread of this dreaded virus. (PPI)<br />
